Public Benefit Statement

Revised 5 November 2026

Our purposes and current work

CEL is applying to register as a charitable incorporated organisation to advance public education about electricity and gas supply and the environmental implications of energy use, and to prevent or relieve fuel poverty in the UK, within its constitutional objects.

Its current service is a free online library of written guides about energy measurement, bills, markets, customer protections, consumption and environmental questions. Resources are open to everyone without compulsory registration. Some subjects are relevant to people working in SMEs. CEL explains general principles and does not provide individual business consultancy, procurement, bill validation or tailored savings plans.

Current household support is information and signposting. When funded, initial grants will support other charities undertaking agreed UK fuel-poverty work. There is no current direct individual-grant scheme. A later scheme would require separate trustee agreement, funding and eligibility rules.

Educational and environmental benefit

The guides aim to increase understanding through plain language and general examples, enabling readers to interpret information and ask informed questions. Environmental education explains energy measurement, heat loss, avoidable consumption and the distinction between financial savings, energy savings and emissions. CEL does not claim verified environmental outcomes without evidence.

People and independence

Alexander Grogan and Nick Grogan contribute content work without payment from CEL. EMT donates hosting and website administration. The trustees oversee CEL and manage relevant interests; donated technical support does not give EMT control over educational conclusions or a right to commercial referrals. CEL determines the use of enquiry and subscriber information. Technical support access must serve CEL and cannot be used for EMT marketing.

CEL will not advertise commercial products or services, recommend suppliers or brokers, accept commissions or referral fees, or make commercial introductions. Contributor acknowledgements will be factual and proportionate.

Assessing and managing private benefit

The trustees will consider who may benefit, the nature and amount of any identifiable advantage, relevant interests and whether it is a necessary result or by-product of the charitable activity and reasonable. Where practicable, a financial value or supported estimate will be recorded. Unknown reader savings will be acknowledged as uncertain, not assumed to be zero. Free access alone does not establish that a benefit is incidental, and public benefit does not justify a separate non-charitable purpose.

These matters will be considered in normal trustee discussions and when the service changes or a concern arises. Brief reasons and important decisions will be recorded. The trustees will revise or stop arrangements that create more than incidental benefit and will use source checking, corrections and reader feedback to improve the educational resources
